The cost of sending a crew of astronauts to mars and back would be much more expensive than sending a group of pioneers for permanent migration. just the return fuel would pay for all supplies and equipment to supply a small colony. modules could be sent one way and paradropped to the mars surface awaiting the arrival of the mars colony.
